Chapter One: Introduction
1.1 Background of the Study
The increasing aging population has heightened the need for effective social security policies to ensure the well-being of elderly citizens. Social security policies are critical instruments for addressing the economic, health, and social challenges faced by the elderly, particularly in low-income regions. In Nigeria, and specifically in Biu Local Government, Borno State, traditional family systems have historically provided care for the elderly. However, rapid urbanization, migration, and socioeconomic changes have weakened these systems, leaving many elderly individuals vulnerable (Aliyu & Danladi, 2023).
In response, government initiatives have introduced various social security policies aimed at improving elderly care, including pensions, healthcare subsidies, and community-based support programs. Despite these measures, gaps in policy implementation and coverage persist. Elderly citizens often face limited access to healthcare, inadequate income support, and social isolation, particularly in regions affected by insecurity, such as Borno State (Yusuf & Bello, 2024). This study examines the impact of social security policies on elderly care in Biu Local Government, evaluating their effectiveness in addressing the needs of this vulnerable group and identifying areas for policy improvement.
1.2 Statement of the Problem
Elderly care remains a critical issue in Biu Local Government despite the presence of social security policies aimed at alleviating their challenges. The implementation of these policies is hampered by poor funding, limited coverage, and inadequate infrastructure (Mohammed et al., 2023). Consequently, many elderly individuals in the region experience poor health outcomes, financial instability, and a lack of social support. This study seeks to investigate the effectiveness of social security policies in providing care for the elderly and to identify the barriers to their successful implementation.
1.3 Objectives of the Study
1. To evaluate the effectiveness of social security policies in improving the well-being of the elderly in Biu Local Government.
2. To examine the challenges faced in implementing these policies.
3. To identify the extent to which social security policies address the healthcare needs of the elderly.
1.4 Research Questions
1. How effective are social security policies in improving the well-being of the elderly in Biu Local Government?

1.5 Research Hypothesis
1. Social security policies have significantly improved the well-being of the elderly in Biu Local Government.
2. Implementation challenges negatively affect the effectiveness of social security policies for elderly care.
3. Social security policies inadequately address the healthcare needs of the elderly in Biu Local Government.
1.6 Significance of the Study
This study is significant as it sheds light on the effectiveness of social security policies in addressing the challenges faced by elderly citizens in Biu Local Government. It contributes to the body of knowledge on social policy and provides actionable insights for policymakers to improve the design and implementation of elderly care programs. Furthermore, it highlights the socio-economic and healthcare needs of the elderly, offering recommendations to enhance their quality of life.
1.7 Scope and Limitations of the Study
The study focuses on Biu Local Government, Borno State, and examines the implementation and impact of social security policies on elderly care within the region.
1.8 Operational Definition of Terms
• Social Security Policies: Government measures designed to provide economic, health, and social support to vulnerable groups, including the elderly.
• Elderly Care: The provision of services and support to meet the physical, emotional, and social needs of older adults.
• Well-Being: The state of being comfortable, healthy, and financially secure.
